THURSDAY KEY NOTES:

9:00AM - 10:00AM: Paul Rainwater; Director - THE LOUISIANA RECOVERY

AUTHORITY

"Efforts of Louisiana to Work with Federal Authorities to Rebuild Gulf Coast – JOBS FOR DISASTER CLEANUP AND REBUILDING PROFESSIONALS!"

The FEMA Hazard Mitigation Grant Program provides funds to states and local governments to implement long-term hazard mitigation measures after a major disaster declaration to reduce the loss of life and property due to natural disasters and to enable mitigation measures to be implemented during the immediate recovery from a disaster. A congressionally mandated study conducted for FEMA revealed that mitigation saves society an average of $4 for every dollar spent.

Created in the aftermath of Hurricane Katrina and Hurricane Rita in 2005, the Louisiana Recovery Authority (LRA) is the coordinating and planning body leading the most extensive rebuilding effort in American history. The central point for hurricane recovery in Louisiana, the LRA works closely with the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) and partners with state and federal agencies to oversee more than $20 billion worth of programs, speed the pace of rebuilding, remove hurdles and red tape and ensure that Louisiana recovers safer and stronger than before. For more information about the LRA and its 17-member board, visit lra.louisiana.gov.

As executive director of the Louisiana Recovery Authority, Paul Rainwater serves as the governor’s authorized representative to FEMA and the state’s chief hurricane recovery advisor, providing direction and daily oversight of Louisiana’s recovery from hurricanes Katrina, Rita, Gustav and Ike.

In August 2008, Rainwater was charged by the governor with assisting evacuation efforts in New Orleans prior to Hurricane Gustav. Embedded with the city’s Emergency Operations Center, he helped guide the evacuation of more than 200,000 city residents as part of a coastal evacuation of 1.9 million people – the largest evacuation in the history of the country. Two weeks later, Rainwater again was embedded at the Calcasieu Parish EOC, where he helped manage the parish’s emergency response to Hurricane Ike.

Prior to his executive appointment in January 2008, Rainwater served as legislative director and chief of operations for U.S. Sen. Mary Landrieu, D-La. During his tenure with the senator, Rainwater was instrumental in helping to secure an additional $3 billion in federal funds to fully fund Louisiana’s Road Home recovery program.

From June 2006 to January 2007, Rainwater served as director of hazard mitigation and intergovernmental affairs at the LRA, where he managed program policies, served as team leader and coordinated with state and federal agencies to set mitigation priorities. He also served as the LRA’s spokesperson on recovery efforts at 64 public hearings and meetings.

During Hurricane Katrina in 2005, Rainwater served as a critical first responder, managing the I-10 causeway evacuation for the first 36 hours. During Hurricane Rita a few weeks later, he served as joint operations manager for Calcasieu Parish.

From July 2000 to June 2006, Rainwater served as the chief administrative officer for the city of Lake Charles, managing 10 departments and serving as lead developer of a $90 million budget, in addition to coordinating state and federal capital outlay requests.

Prior to his city governmental service, Rainwater served as manager of governmental affairs for Conoco, Inc., Gulf Coast Business Unit in Baton Rouge from 1998 to July 2000; as manager of public affairs for ARCO Chemical in Lake Charles from 1995 to May 1998; and as administrative aide to the Calcasieu Parish Police Jury in Lake Charles from 1988 to 1996.

In addition to his public service duties, Rainwater also serves as a lieutenant colonel with the Louisiana Army National Guard in the Joint Director of Military Support for Disaster Response Unit. He previously served as a lieutenant colonel in the Congressional Liaison Office of the Louisiana Army National Guard and as a lieutenant colonel in the United States Army Reserves’ 336th Finance Command.

In November 2001, Rainwater was deployed as the lead operations officer for military finance operations in Kuwait and Afghanistan, where he served until May 2002. From January 2004 to December 2004, he was deployed to Kuwait and Iraq as part of the Southwest Asia Personnel Command in support of Operation Iraqi Freedom.

Rainwater earned a bachelor’s degree in government from McNeese State University in Lake Charles, a master’s degree in international relations from Salve Regina University in Rhode Island, and is certified as a local government manager by Louisiana State University.

In addition, Rainwater has been awarded the Bronze Star Medal, the Army Commendation Medal and the Combat Action Badge.

10:15AM –11:00AM: T. Bradley Keith –  State Director for United States SenatorMary Landrieu (D-LA)

Mr. Keith has worked with Sen. Landrieu through her tireless efforts in the U.S. Senate regarding Gulf Coast recovery in the wake of Hurricanes Katrina and Rita.  As such, he has amazing insight as to the efforts of her team to secure much needed federal recovery dollars, the changes that have been key for the State of Louisiana in preparing for and responding to catastrophic events, and the role of the private contractor in disaster cleanup, recovery, and rebuilding.   The federal funding Sen. Landrieu’s team has secured for the state means JOBS!... jobs for contractors, insurance adjusters, claims officials, business leaders, loss mitigation specialists, and all others involved in rebuilding the state of Louisiana and working to ensure the mitigation of losses from future catastrophic events.

As Sen. Landrieu continues to fight for additional funding to ensure reconstruction continues, she also works to jumpstart recovery projects to strengthen core infrastructure throughout the Gulf Coast.  These efforts result in the creation of jobs and ensure economic stability and development for the entire region.  The message by Mr. Keith on behalf of the Sen. Landrieu team is a “can’t miss” for all professionals serving in a segment of the disaster industry.

W2006: Consider a Hosted IP PBX From a Disaster Recovery Point of View – by William “Bill” Bumbernick: Alteva

Unplanned downtime—power outages, acts of God, fire, and small interruptions—all cost your company revenue and a reduced corporate image.  Preparing to recover your voice systems can be intimidating and costly until Hosted IP PBXs are considered.  Most Disaster Recovery Plans are centered on protecting the customer premise with costly systems at the customer’s location or at an alternative hot site, miles away. This is all in an effort to eliminate single points of failure. In order to have a holistic and effective DR plan, you must mitigate single points of failure at your location while also addressing the resiliency and redundancy of your telecom provider’s network. In a properly architected Hosted IP PBX model that is built for redundancy, (multiple switches at many locations with live failover) you can almost assure 100% inbound call capacity to any planned or unplanned recovery site. A holistic DR plan will always address site specific and a remote recovery both at your site and your telecom providers.

ABOUT BILL: Mr. Bumbernick has more than 12 years of senior management and entrepreneurial experience in telecommunications, IT and managed services. Since 1994, Mr. Bumbernick has been involved at executive levels of leadership and Boards of Directors within the technology and telecommunication sectors. Since 2003, Mr. Bumbernick has been focused on emerging VoIP technologies with the success and tremendous growth of Alteva. Mr. Bumbernick has been recognized by Smart Business Magazine as an expert in the emerging technology of VoIP.  Mr. Bumbernick is also a recognized presenter at leading trade shows, including the Broadsoft Connections conference.  Mr. Bumbernick has a proven track record of understanding customer and industry needs and converting them to business and product requirements.  He has been recognized by industry leaders such as Broadsoft specifically for his ability to ‘imagine’ solutions for business needs and see the life cycle through to market availability in record timeframes. Additionally, he has successfully elevated Alteva as a leader in advanced communications capabilities.  Alteva was one of the first hosted PBX vendors in the industry and now consistently releases advanced features and capabilities 12 to 18 months ahead of competitors. Specific examples can be cited: hosted call recording, advanced call reporting for a hosted platform, and advanced call center capabilities, among others.   William has been published in leading publications on converged voice services.  Additionally, he is recognized speaker at leading industry trade shows.  In his most recent presentation at the Broadsoft Connections 2008 Conference, he addressed, as an expert, how Broadsoft Service Providers can propel their business from advanced and open development standards on a managed platform.

W2007: Consider Why You Need Satcom After Disaster Strikes – by Lou Altman: GlobaFone

Traditional phone service is delivered over a physical wire or fiber optic cable, hence the term “land line.”  Service is available only where lines exist and are undamaged.  Cellular phone service, on the other hand, is delivered wirelessly through signals transmitted between cell towers.  Service tends to be quite reliable in more densely populated areas where customer volume has made it profitable for cellular providers to erect a suitable number of towers.  It tends to be spotty or non-existent in more rural or remote areas where towers are lacking.   As is the case with land lines, damage to the cellular tower infrastructure will disrupt phone service.  Satellite phone service relies on a network of satellites that are hundreds if not thousands of miles above the earth.  There is very little reliance on any kind of terrestrial infrastructure.  When calling from a satellite phone, the signal is transmitted to a satellite orbiting the Earth.  From there, it connects to one of many ground stations located around the world, which then forward the signal to another satellite phone, a land line or a cell phone.  Because satellite phones can be used in places that have no land lines or cell towers, they have been relied on for years by mariners, wilderness adventurers, the military and more recently Emergency Planners and Managers.

W3306: Critical Disaster Recovery Strategies for Executives and Key Employees – by Ralph Petti, MBCI: RP Risk Advisors, LLC.

It is a fact that a large percentage of businesses will not reopen after a major disaster unless they have a proven and testable disaster recovery plan. With the increased vulnerabilities caused by the world financial crisis, man-made, technological and natural disasters, it is critical to take some simple steps to prepare for the protection of your business, your people and your families. "Research conducted by The Ad Council found that more than 85 percent of small businesses understand that emergency preparedness is important, yet only four in ten businesses have a plan to protect their businesses,” said former Homeland Security Secretary Michael Chertoff in 2008. Every company, regardless of size, must plan ahead for the eventuality of a disaster that could devastate not only your facilities, but also your ability to continue business operations. Whether it is a Hurricane, Earthquake, Flood, Fire, Power Outage or any other event, it could happen on any given day. In today's economy, it is even more critical than ever to develop and maintain effective disaster recovery and business continuity plans as the challenge facing all executives is how to remain prepared with less staff and resources. This session will explore the strategies that ALL business owners should embrace to accurately understand their own situation and to do what they need to do to be prepared – and, of course, being responsible to their Auditors.

ABOUT Ralph: Ralph Petti, MBCI, is the president and founder of RP Risk Advisors, a national business resiliency, emergency management and pandemic planning consultancy organization. A certified practioner, Ralph has consulted in numerous client and civic projects for over 25 years involving Business Continuty Planning, Disaster Recovery Planning, Business Impact Analyses (BIA), Risk Assessments, TableTop events and other activities. With a key focus on the Gulf Region in 2008, including constant visits to the area, Ralph was honored with commendations from several organizations and served as the keynote speaker for the Jefferson Parish Hurricane Preparedness Summit for each of the past two years. Mr. Petti is a certified disaster mitigation and risk management professional from the Business Continuity Institute (BCI) in London. He continues his involvement at the Executive Board levels of the following industry leading organizations — Contingency Planning Exchange (CPE), Edwards Information, InfraGard, The American Red Cross, as well as NEDRIX, ASIS, ISSA, MADRA, ACP and the AGORA Global Pandemic Planning Association. Now operating as two companies, Carpet Care Services and DisasterCare have become one of the largest flood and fire restoration firms in the Southeast with 17 employees, a fleet of trucks/trailers and an inventory of over 2,000 pieces of drying equipment. With these resources, Al and his company have traveled throughout the United States drying large structures in times of disaster. DisasterCare has been rated one of the top 10 in the Nation for Large Loss Water Restoration Projects by CleanFax Magazine in 2004, 2005 and 2006.  In 2006 he was given the top Humanitarian Award at the National Floor Care Connections Convention and Trade Show in Las Vegas. Al has served as president of, and has held other board positions for, Mid-South Professional Cleaners Association. A real business man, Al was his chapter’s Chamber of Commerce business man of the Year in 2008. Al has a hands-on approach, and you can frequently find him setting up equipment with his employees. Bradham has over 10 years of experience in combating large disasters, with an understanding of what it takes to work in diverse environments. DisasterCare has dried multi-story hospitals and hotels, ½-million sq/ft churches, 24,000 sq/ft houses, and homes like yours.
